Planning in Scotland

Scotland has its own planning legislation, policy framework and procedures. English planning rules should not be carried across the border without checking the Scottish position first.

We are not currently offering the full Planning Geek guidance library for Scotland. We do, however, track selected planning developments and have created this section so it can expand cleanly if that changes.

The Scottish planning system is separate from the system in England and Wales. Its legislation, national policy, development plans, permitted development rights and appeal procedures have their own Scottish framework.

That distinction matters in practice. An English answer about the GPDO, Use Classes, prior approval or an appeal timetable can be perfectly correct for England and still be wrong in Scotland.

 

How planning in Scotland is structured

 

Scotland is a plan-led system. National Planning Framework 4, usually called NPF4, was adopted on 13th February 2023. It combines Scotland’s national spatial strategy and national planning policies and forms part of the statutory development plan alongside the relevant local development plan.

The wider system has also been reshaped through the Planning (Scotland) Act 2019 and its implementation programme. This means Scottish planning needs to be read on its own terms rather than treated as a variation of the English system.

We are not currently building a full Scottish equivalent of the Planning Geek England library. For now, this page provides a clear jurisdiction marker and a home for Scottish planning news. If we expand the Scottish reference material later, the structure is already here to grow into.

That also means our main English pages on permitted development, Use Classes, applications, appeals and enforcement should not be treated as Scottish guidance unless a page specifically says otherwise.
