Applications, appeals, permitted development, enforcement and planning strategy across England
Need planning help in Wales?
Planning in Wales has its own legislation, policy and procedures. Planning Geek can help with permitted development, applications, appeals, enforcement and planning strategy, making sure the right Welsh rules are used from the start.
This section follows the Town and Country Planning (General Permitted Development) Order 1995 as it continues to apply in Wales, together with the amendments and modifications which have changed its operation since 1995.
The Articles are the legal framework sitting above the individual permitted development rights in the Schedules. They explain where the Order applies, how the planning permission is granted, how rights can be restricted and how certain directions operate.
This section has been built from the Welsh legislation forwards rather than by adapting the current English GPDO Articles.
Each Article page now includes the current operative statutory wording as well as Planning Geek’s explanation, with links to the current revised 1995 GPDO on legislation.gov.uk and locally hosted source instruments where available. The original 1995 Order is also hosted on Planning Geek.
The Article sequence is now complete. Articles 5 and 6 are not missing pages; they were removed from the Welsh GPDO in 2022 when the Article 4 procedure was reorganised into Schedule 2A.
Why the Welsh Articles need their own section
The Welsh and English systems share their history, but they no longer share one working GPDO. England replaced the 1995 Order in 2015, while Wales has continued to amend the 1995 structure.
That difference is visible from Article 1 onwards. The Welsh Article 1 still contains interpretation and definition machinery inherited from the 1995 Order, while the equivalent Article in the current English GPDO performs a different job.
Article 3 also shows why old wording sometimes has to be read with later legislation, while Article 4 demonstrates a more direct Welsh rewrite: the procedure was substantially reorganised in 2022 and now sits in Schedule 2A.
If you are working in England, use the separate English GPDO Articles.
Where the Welsh GPDO goes next
With the Articles complete, the next stage is the Schedules. We will start with Schedule 1, check its current Welsh effect, and then move into Schedule 2 and the permitted development Parts and Classes in order.
That gives the Welsh GPDO section a clean legal spine before we start building the more familiar individual rights such as householder development, changes of use, temporary uses and agricultural development.
