London Mayoral CIL

 

If you are developing in Greater London, Mayoral Community Infrastructure Levy (MCIL) can be payable in addition to any borough CIL. The current charging schedule is MCIL2, which took effect on 1 April 2019. Its adopted rates are indexed annually, so the rate used in a 2026 liability calculation is higher than the headline 2019 schedule rate.

The Mayor describes MCIL receipts as being used to repay the financing costs of the Elizabeth line. London boroughs and the two mayoral development corporation areas collect MCIL on the Mayor’s behalf.

Mayoral CIL rates in 2026

 

The adopted MCIL2 base rates remain £80, £60 and £25 per square metre, but the rate used for a liability notice is indexed for the year in which planning permission is granted. For planning permissions granted between 1 January and 31 December 2026 the Mayor’s annual rate summary gives:

  • Band 1 – £96.97/m²: Camden, City of London, City of Westminster, Hammersmith & Fulham, Islington, Kensington & Chelsea, Richmond-upon-Thames and Wandsworth
  • Band 2 – £72.73/m²: Barnet, Brent, Bromley, Ealing, Enfield, Hackney, Haringey, Harrow, Hillingdon, Hounslow, Kingston upon Thames, Lambeth, Lewisham, Merton, Redbridge, Southwark, Tower Hamlets, Waltham Forest, the LLDC charging area and OPDC
  • Band 3 – £30.30/m²: Barking & Dagenham, Bexley, Croydon, Greenwich, Havering, Newham and Sutton

Health and education uses covered by the charging schedule have a nil Mayoral rate.

For qualifying office, retail and hotel development in Central London and the Isle of Dogs, the 2026 indexed rates are:

  • Office – £224.24/m²
  • Retail – £200.00/m²
  • Hotel – £169.70/m²

These are 2026 indexed rates, not permanent rates. For a permission granted in another calendar year, use the Mayor’s annual CIL rate summary for that year.

The London Legacy Development Corporation ceased to exercise its planning and CIL collection functions in December 2024. The MCIL2 charging geography remains relevant, but the relevant borough now handles planning and collection for land formerly within the LLDC planning area.

 

Mayoral CIL outside London is being developed

 

London is still the only place with an operational Mayoral CIL, but that may change. On 24 August 2026 the government opened a consultation on the regulations needed to implement Mayoral Community Infrastructure Levy powers for mayors of strategic authorities outside London.

The proposal is not a new nationwide charge that has already started. The consultation explains that a mayor outside London would need to satisfy the future regulatory conditions and adopt a charging schedule before Mayoral CIL could be charged. The government is also consulting on what strategic infrastructure a non-London Mayoral CIL could fund and how local authorities would collect it.

Proposed temporary borough CIL relief in London

 

A separate government consultation, published on 16 July 2026, proposes a new time-limited relief for qualifying development in Greater London. This proposal concerns borough-level CIL. It is not a relief from Mayoral CIL, so the two should not be confused.
