Use Class B: B2 industrial and B8 storage or distribution

In England, the remaining Class B uses in the Use Classes Order 1987 are B2 general industrial and B8 storage or distribution. Former Class B1 moved into Class E in September 2020.

Use our change-of-use table and temporary-use table to identify a specific permitted development route rather than assuming movement between B2 and B8 is always two-way.

What happened to Class B1?

From 1st September 2020, former Class B1 office, research and light-industrial uses moved into Class E in England. The change was made by the Town and Country Planning (Use Classes) (Amendment) (England) Regulations 2020.

B2 and B8 remain current English classes. Wales has a separate amendment history and should be checked independently.

Where a planning unit contains more than one independent use, it may be a mixed use and sit outside a single use class. That is not automatic: an ancillary use normally follows the primary use. Article 3(1) also contains a specific rule for certain mixtures of Class E(g) and B2 where the B2 element is not substantially increased.
